26/11 Mumbai terror attack mastermind Hafiz Saeed was released by Pakistan after US removed LeT from the same category as the Haqqani Network in the same category in the National Defence Authorisation Act (NDAA). Now Pakistan needn’t show it has acted against LeT to get access to US aid On the other hand Hafiz Saeed’s organisation Jammat-ud-Dawah (JuD),which masquerades as an humanitarian NGO, is planning to contest the 2018 general elections under the banner of Milli Muslim League. Here we shall examine part of his extremist madrassa and terror training camp network in Balochistan. Balochistan due to its low population density had been used by Pakistan’s military establishment for camps for all and sundry, including Afghan Taliban whose last leader Mullah Mansoor was also droned by US there.
According to a 2016 Dawn report, there were 3,000 madrassas registered under the Societies Registration Act in Balochistan and a total of 10,000 madrassas, including non-registered ones. But in reality, their number is a minimum of around 14,000- 15,000. Their numbers had drastically increased after the 2013 earthquake in Awaran and Hafiz Saeed’s network got deep roots due to the “humanitarian and relief work” of so-called NGO JuD. In remote rural areas they have started reaching out to poor and uneducated people through different means- making reservoirs, digging wells, etc. Hafiz Saeed in a speech said that 10,000 wells have been dug by his organisation to provide drinking water to the people of Balochistan.
One can guess from it how deeply rooted JuD is becoming in Balochistan. One motivation for it is to trace the Baloch freedom fighters. It is obvious that if poor people are provided basic amenities like drinking water that wasn’t previously available to them, then you develop good relations with them and can regularly visit those areas.
Now, Baloch Sarmachars (freedom fighters) take refuge in rural areas and the mountains. JuD has established its networks among common people in rural areas and the mountainous regions. The towns already have JuD madrassas. A major base for them is Faisal colony in Dalbandin town near the mountains. Most of their leadership stays there- Afghan Taliban, Daesh, Hafiz Saeed’s JuD/LeT and others; the leadership of all these terror organisations are stationed there. It is near Afghanistan and they keep shuttling to border areas of Afghanistan (under Taliban control) and back. Many locals are acquainted with these facts that strange people from outside Balochistan visit these areas. Their dressing sense/physical appearance makes them easy to spot out.
Some key JuD/LeT figures there:
- Kharan is a big base. A key commander Munir Mulazai fought against India in Kashmir.
- Meer Amjad Mulazai- Head of death squad HQ in Kharan and Quetta. Operates in Kharan, Turbat, Makran, Turbat, Panjgur. Close to Hafiz Saeed
- Another key commander is Sheikh Saleemullah. He hails and stays in Balochistan now a days. One of the main leaders, he also fought in Kashmir. A main commander associated with terror groups focused at Kashmir.
Muneer, Samiullah, Maulana Qasim, Altaf Mulazai, Waseem Mulazai, Iqbal Tagapi they form the main leadership of JuD Balochistan
They recruit from the 14,000 madrassas in rural (areas of) Balochistan. They also have huge madrassas in towns- at Killi Jamaldini (place) and Qadir Abad in Nushki. Their main preachers/leaders keep visiting and in a way, it Is an important base. Then also in other towns – Manguchar, Mastung, Khuzdar, Bela, Kalat, Kharan have dozens of madrassas. They have the support of Deobandis. Deoband doesn’t have their own madrassas but support these madrassas.
Now they are about to contest elections and may enter parliament but even earlier they were represented in a way by Maulana Fazlur Rahman, Maulana Sanaullah, Jamaat e Islami, etc. They change name and forms but are the same hydra. They don’t offer Namaz at each others mosques, but on two issues they are all united- Balochistan and Kashmir. How to keep Balochistan with Pakistan and how to break away Kashmir from India.
After 2013 Awaran earthquake, they started a new tactic/modus operandi- establishing medical camps. People of Balochistan face medical treatment issues as the provincial government of Balochistan is involved in swindling funds and doesn’t establish proper medical facilities. JUD is taking advantage of it not only in Awaran but across Balochistan. In concert with doctors affiliated to ISI, they establish medical camps for a week or two. As a messiah, the doctors can wean out information and can cultivate assets
Ramzan Mengal of LeJ. Although of a different terror outfit, they cooperate with each other at an operational/ground level. There is another vital point to be noted that these days, all the daciots and anti-social elements, criminals and wanted people are in Balochistan under the protection of Hafiz Saeed. He controls and uses them as he desires. Then ISI has its own outfits and they are also at the disposal of Hafiz Saeed. He has at his disposal doctors, teachers, criminals, outlaws, death squads. A virtual parallel government is run in Balochistan by Hafiz Saeed. Actually 3 parallel governments are there in Balochistan- 1. Of the government, that is virtually non-existent. 2. Of the Pakistan paramilitary force FC, that is powerful . 3. Of Hafiz Saeed, one that is protected in Balochistan by Pakistan’s military establishment and given access to all corners of Balochistan.The death squads of the govt are at his disposal, he can use them at will- to threaten people, to usurp someone’s land to establish madrassas, to move people (trained terrorists) around. Money, muscle power and inducement – all means are at his disposal.
